The institution's street address is used for the facility and non-USPS shipping, while BOP publishes separate post office boxes for inmate mail and staff mail. FCI Elkton vs Jail
FCI Elkton and Columbiana County Jail are both in Lisbon, but they answer different custody questions. The county jail is the local arrest and short-sentence facility. FCI Elkton is a federal prison for sentenced male federal offenders. The county jail can be relevant after a local arrest, while FCI Elkton becomes relevant when BOP has designated a person to the institution or satellite low unit.

For a local arrest that has not become a federal sentence, start with the county jail and court process. For a confirmed federal prisoner at Elkton, the Columbiana County jail inmate records path will not replace BOP lookup.
